Reasons for Rejection of Applications on the Portal?

    • Not a Resident of Bihar.
    • Not belonging to BC, EBC, SC, and ST Category as approved by Govt. of Bihar.
    • If not the bonafide student of the applied institution.
    • Not registered Institution and not studying in Government Competent Body approved institution as per norms of the department.
    • Incorrect Caste Certificate, Income Certificate, and income not under the specified limit of the scheme.
    • Non Upload of caste, Income certificate.
    • Incorrect course and year of study.
    • If the Student did not upload all documents like Student Photo, Bonafide Certificate, and Caste Certificate. Residence Certificate, Income Certificate.
    • Student Previous Degree, Previous Exam Marks Sheet.
    • Invalid Bank Account details or not in the name of the student.

Kindly read all below Instructions for Post Matric Scholarships for BC, EBC, SS & ST students of Bihar and also have all the necessary documents for applying

Fresh/New?

First Step – 

Institutions have to go with the option Institution registration, on the home page http://pmsonline.bih.nic.in/. Fill up the application as per the instructions given by the portal then click on the save button. After successful Institution registration, Institution will receive an SMS/email for their login details.

Upon Institution Registration – For Signing In the Portal will instruct the person to log in with Institution Login Name/Mobile No/Email Once Logged in, Institution is required to fill the Registration form in Details and Click Save Upload the Documents (Scan Copy of originals in PDF Format, File Size:150 KB) on the website. The Institution then needs to add details of courses approved by competent authorities where post-matric scholarship students of BC, EBC, SC, and ST students pertaining to Bihar are studying.

Second Step –

Students have to go with the option Student registration, on the home page http://pmsonline.bih.nic.in/. Fill up the application as per the instructions given by the system then click on the save button. After successfully student registration, the student will receive an SMS/email for his/her login details.

Upon Student Registration – For Signing In the system will instruct the applicant to log in and submit his/her Student Login Name/Mobile No/Email Once Logged in, the Student is required to fill the Application form in Details and Click Save Upload the Documents (Scan Copy of originals in PDF Format, File Size:150 KB) on the website.

Third Step – 

Students should upload the requisite documents, finalize the application and take a printout of the application by clicking on the Print button for future reference.

Fourth Step – 

Mere applying the portal does not make the student eligible for the Scholarship payment rather a well-defined procedure as laid down by Education Department, Govt. of Bihar will be followed before releasing Post Matric scholarships to the BC, EBC, SC, and ST students.




How can I apply online for a scholarship?

The Post Matric Scholarship Schemes of Govt. of Bihar for 2022-23 (Within the State/Outside the State) are applied only through an online portal. In order to apply online, please visit the website through the URL: http://pmsonline.bih.nic.in/ and Mobile App Post matric Bihar

What Documents are to be uploaded on the Website?

Only Scanned copies of all the Original Documents as required in the online application form valid for 2022-23 should be uploaded. The List of Documents Includes

  • Student Aadhaar Card
  • Student Photograph
  • Bonafide Certificate from the institution
  • Fee Receipt from the institution
  • Income Certificate valid for 2022-23
  • Residence Certificate
  • Caste Certificate
  • Previous Degree Passing Certificate
  • Previous Year Mark Sheet

No Tampered Documents or False/Unauthorized Documents which are not legitimate should not be uploaded. If Any False/unauthorized documents are uploaded then the application will be rejected.

What is the last date for submitting applications online?

For Post Matric Scholarship: In case of fresh and Renewal scholarships for the year, 2022-23 students can apply online as per Education Department Advertisement.


Till what Time Can I Upload the Documents on the website?

All Students must Upload all the Documents and finalize the application before the last date as specified in the advertisement for Post matric Scholarship 2022-23 of the Education Department, Govt. of Bihar.

Where can colleges (Within State) get their Login Details?

All the Institutions/colleges(Within State) can also get their Login Details –Username/Password from their respective -District Education Officers (DEO).

Is there any Application ID?

Yes. An Application ID will be provided to the candidate once his/her application is completed along with all the scanned documents uploaded successfully. It will be conveyed to candidates through SMS and e-mail. Students can also print copies of the finalized application. Students should keep their Application details as they will be required while applying for renewal.

When Can Students apply for Renewals?

The website is open for the Fresh & Renewal Scholarship applicants for the year 2022-23 any technical queries, E-mail: [email protected] and contact the Helpdesk on the Website.

Can I edit the information already saved and up to what time?

You can edit the information filled by you until you finalize and submit the online application.

Do I need to get my Aadhaar Card to apply for a Scholarship?

An Aadhaar Card Number is mandatory for the Students in order to fill up the application form online.

Is PAN CARD mandatory for applying for the scholarship?

No, PAN Card is not mandatory.




How to check the status of my application?

Students can check the status of the Online Application by logging in with his/her login details.

Can I take a printout of my application at any stage?

You can take the printout of your application a number of times once you submit and upload, finalize the application.

Is Bank Account mandatory for applying for the scholarship?

Yes, a Bank Account in name of the Student is mandatory. The bank account should be active to enable payment through DBT.In the case of a Joint Bank Account holder then the Name of the Student should be the first beneficiary of the Bank Account.

How many times an institution can register on the Portal?

An institution can register only once on the portal. However, institutions can upload any number of courses as applicable to the students.

How many times a student can register on the Portal?

A student can register only once on the portal for an academic year. The student can further renew without entering more details for the next academic year onwards.

What happens if illegal practices are followed by institutions or Students?

In case an institution or student is found providing illegal or misleading information or Tampered Documents or False/Unauthorized Documents then the application form will be rejected and legal action will be initiated against concerned persons/parties as per law.

Under the PM Kisan Yojana, farmers will start getting the next installment in their bank a/c on 17 October 2022.

Short Details: Pradhan Mantri Kisan Samman Nidhi is an initiative by the government of India in which all farmers will get up to ₹6,000 per year as minimum income support. The initiative was announced by Piyush Goyal during the 2019 Interim Union Budget of India on 1 February 2019. The scheme has cost ₹75,000 crores per annum and has come into effect in December 2018.₹6000 per year will be paid to each eligible farmer in three installments and will be deposited directly to their bank accounts.

Agniveer General Duty (All Arms) Class 10th / Matric Pass with 45% marks in aggregate and 33% in each subject.

For Boards following grading system, minimum of ‘D’ Grade (33% – 40%) in individual subjects or equivalent of grades which contains 33% and overall aggregate in ‘C2’ grade or equivalent corresponding to 45% in aggregate.

Note :- Candidates with valid Light Motor Vehicle (LMV) Driving License will be given preference for Driver requirements.

Agniveer Technical (All Arms) 10+2/ Intermediate Exam pass in Science with Physics, Chemistry, Maths & English with 50% marks in aggregate and 40% marks in each subject.

OR

10+2/ Intermediate Exam pass in Science with Physics, Chemistry, Maths & English from any recognised State Education Board or Central Education Board to include NIOS and ITI course of minimum one year in required field with NSQF level 4 or above.

Agniveer Clerk/Store Keeper Technical (All Arms) 10+2/ Intermediate Exam pass in any stream (Arts, Commerce, Science) with 60% marks in aggregate and minimum 50% marks in each subject.

Securing 50% in English and Maths/ Accounts/Book Keeping in Class 12th is mandatory.

Agniveer Tradesman (10th Pass) (All Arms) (a) Class 10th Simple Pass.
(b) No stipulation in aggregate percentage but should have scored 33% marks in each subject.

About SBM

To accelerate the efforts to achieve universal sanitation coverage and to put the focus on sanitation, the Prime Minister of India had launched the Swachh Bharat Mission on 2nd October 2014. Under the mission, all villages, Gram Panchayats, Districts, States and Union Territories in India declared themselves “open-defecation free” (ODF) by 2 October 2019, the 150th birth anniversary of Mahatma Gandhi, by constructing over 100 million toilets in rural India. To ensure that the open defecation free behaviours are sustained, no one is left behind, and that solid and liquid waste management facilities are accessible, the Mission is moving towards the next Phase II of SBMG i.e ODF-Plus. ODF Plus activities under Phase II of Swachh Bharat Mission (Grameen) will reinforce ODF behaviours and focus on providing interventions for the safe management of solid and liquid waste in villages.

What is Swachh Bharat Mission (Grameen) Phase-II ?

Phase II of the Swachh Bharat Mission (Grameen) [SBM(G)], will focus on sustainability of Open Defecation Free (ODF) status and Solid and Liquid Waste Management (SLWM) in rural India. The programme will work towards ensuring that no one is left behind and everyone uses a toilet. SBM(G) Phase-II will be implemented from 2020-21 to 2024-25 in a mission mode.

Government of India launched Swachh Bharat Mission (Grameen) on 2nd October, 2014 to accelerate efforts to achieve universal sanitation coverage, improve cleanliness and eliminate open defecation in India by 2nd October 2019. The nation-wide campaign was a jan andolan aimed at eliminating open defecation during the period 2014 to 2019 through mass scale behavior change, construction of household-owned and community-owned toilets, and establishing an accountable mechanism for monitoring toilet use. Under the mission, all villages, States/UTs of India declared themselves ODF by 2 October 2019, the 150th birth anniversary of Mahatma Gandhi


Who is eligible for funding for individual toilets in SBM Phase II ?

Incentive of Rs.12,000/- for construction of IHHL will be continued for all new eligible households:
1. All Below Poverty Line (BPL) households
2. Identified Above Poverty Line (APL) households which include:
a. Scheduled Castes/Scheduled Tribes
b. Small and marginal farmers
c. Landless labourers with homestead
d. Households having physically handicapped person
e. Women headed households

Whether the incentive of Rs.12,000 is adequate for construction of an individual household toilet ?

Rs.12,000 is an incentive amount to motivate households to construct toilets and use them. This amount is sufficient for construction of a twin pit toilet in rural areas. Moreover, this is not the reimbursement of the cost of toilet which may be higher as well. If any additional requirement is there, it may be borne by the beneficiary.

The States and Districts have been advised to make institutional arrangements with adequate human resources and skill sets at State, district and village level to support rollout of SBM (G) Phase II interventions.

To further strengthen the ideal human resource constitution at various levels as per the SBM (G) guidelines, consultants at State and District level can be continued to support program rollout under various functional areas. While the State may decide on the specializations, experience and skill sets of all consultants (Specialist) positions, they may be guided by the guidelines for SBM Phase II and make additional appointments, as necessary.

योजना का लाभ के लिए पात्रता

  • 1) चलंत (Locomotor) दिव्यांगजन छात्र/छात्राएँ जिनका आवासन बिहार राज्य स्थित महाविद्यालय / विश्वविद्यालय परिसर से तीन किलोमीटर या उससे अधिक दूरी पर हो

अथवा

 2) वैसे चलंत (Locomotor) दिव्यांगजन जो स्वावलंबन के उद्देश्य से बिहार राज्य में रोजगार करते हों और परिवार के कमाऊ सदस्य हों तथा उनके आवास से उनका रोजगार स्थल तीन किलोमीटर या उससे अधिक दूरी पर हो।

  • बिहार राज्य के स्थायी निवासी हो एवं बिहार में आवासन अनिवार्य हो
  • आय- अधिकतम 02 लाख प्रतिवर्ष ।
  • आयु – 18 वर्ष या उससे अधिक।
  • दिव्यांगता प्रतिशत- न्यूनतम 60 प्रतिशत चलंत दिव्यांगता

आवेदन के साथ आधार कार्ड सक्षम स्तर से निर्गत आय प्रमाण-पत्र, आवासीय प्रमाण पत्र, महाविद्यालय / विश्वविद्यालय का आई कार्ड (पहचान पत्र), रोजगार / व्यवसाय संबंधित प्रमाण पत्र, मान्यता प्राप्त दिव्यांगता प्रमाण पत्र एवं फोटो आदि संलग्न करना अनिवार्य होगा।

About Us: After agriculture, most of the labourers are employed in construction sector in state of Bihar. Construction Labourers have to work under difficult working conditions and their works are totally temporary in nature. Construction works are done mostly in open, which widens the possibilities of accidents. Keeping in view the welfare of construction workers of unorganized sector, Central Government has formulated Building and other Construction Workers (regulation of employment and condition of service) Act 1996 and Building and other Construction Workers Cess Act 1996. b b contracting. Following which, Bihar Building and other Construction Workers (regulation of employment and condition of service) Rule 2005 has been formulated by the State Government. allstate construction. In the light of the provisions of the above said Act and Rules, Govt. of Bihar has constituted Bihar Building and other Construction Welfare Board in the month of February, 2008 for the welfare of Construction Workers. Principal Secretary/Secretary, Labour Resource Department in ex-officio chairman and Secretary of the Board functions as CEO of the Board which are equivalent to the post of the Joint Labour Commissioner.


Objectives & Functions

Functions of the Boards:

The Bihar Building & Other Construction Workers Welfare Board: –

    • Provide financial assistance to registered construction workers in case of accident.
    • Provides pension to the registered construction workers who have completed the age of sixty years.
    • Sanction loans, grants and advances to registered construction workers for construction/repair of a house not exceeding such amount and on such terms and conditions as may be prescribed time to time.
    • Provide such amount which is prescribed as premium of Insurance Scheme/Pension Scheme of the beneficiaries as may be prescribed time to time. allstate construction
    • Provide such financial assistance for the education of children of the beneficiaries as may be prescribed.
    • Meet such medical expenses for treatment of major ailments of registered construction workers or, such dependent, as may be prescribed time to time. bh builder
    • Provide such amount as maternity benefit to the female registered construction workers.
    • Create provisions and prescribe other measures for welfare of registered construction workers.




बिहार भवन एवं अन्य सन्निर्माण कर्मकार कल्याण बोर्ड

निर्माण कामगार कई श्रम कानूनों से आच्छादित हैं, परन्तु निर्माण श्रमिकों के लिए विशेष श्रम कानूनों की आवश्यकता महसूस करते हुए केन्द्र सरकार द्वारा दो श्रम कानून बनाये गये :

    1. भवन एवं अन्य सन्निर्मा ण कर्मकार (नियोजन तथा सेवा-शर्ते विनियमन) अधिनियम, 1996
    2. भवन तथा अन्य सन्निर्माण कर्मकार कल्याण उपकर अधिनियम, 1996

राज्य सरकार द्वारा उपरोक्त प्रथम कानून को लागू करने के लिये, ‘‘बिहार भवन एवं अन्य सन्निर्माण कर्मकार (नियोजन तथा सेवा शत्र्ते विनियमन) नियमावली, 2005 एवं ‘‘बिहार भवन एवं अन्य सन्निर्माण कर्मकार (नियोजन तथा सेवा शत्र्ते विनियमन) (संशोधन) नियमावली, 2016‘‘ अधिसूचित किया गया है । द्वितीय अधिनियम के कार्यान्वयन के लिए नियमावली केन्द्र सरकार द्वारा ही बनाया गया है ।

इन कानूनो में निर्माण मजदूरो की कार्यदशाओ उनके स्वास्थ्य, सुरक्षा एवं कल्याण के प्रावधान किये गये हैं ।

राज्य सरकार द्वारा उपरोक्त अधिनियमों तथा नियमावली द्वारा प्रावधानित कार्यकलापों के संचालन के लिए बिहार भवन एवं अन्य सन्निर्मा ण कर्मकार कल्याण बोर्ड का गठन किया गया है । bocw



निर्माण कामगारों का पंजीयन

    1. कल्याण बोर्ड से संचालित योजनाओं का लाभ प्राप्त करने हेतु निर्माण श्रमिकों को बिहार भवन एवं अन्य सन्निर्मा ण कर्मकार कल्याण बोर्ड में पंजीयन कराना एवं बोर्ड का सदस्य रहना आवश्यक है। पंजीयन के पश्चात् ही उन्हें किसी भी प्रकार की सहायता प्राप्त हो सकती है।
    2. वैसे निर्माण कामगार जो 18 वर्ष की आयु का हों लेकिन 60 वर्ष पूर्ण नहीं किये हों कल्याण बोर्ड के सदस्य बन सकते है।
    3. निबंधन शुल्क रू20/- (रूपये बीस) है तथा मासिक अंशदान 50 पैसे प्रति माह के दर से एक मुश्त 5 वर्ष के लिए निबंधन के समय रू 30/- (रूपये तीस) अर्थात् निबंधन एवं अंशदान शुल्क एकमुश्त रू 50/- (रूपये पचास) देय है। 5 वर्ष बाद श्रमिक को पुनः नवीकरण करवाना होगा। अषंदान समय से जमा नहीं करवाने पर सदस्यता समाप्त हो जोयगी तथा श्रमिक को किसी प्रकार का लाभ बोर्ड से प्राप्त नहीं होगा।

Online आवेदन की प्रक्रिया

      • आवेदन के लिए किसान का Online पंजीकरण अनिवार्य है।
      •  पंजीकृत किसान का आवेदन dbtagriculture.bihar.gov.in पोर्टल से Online किया जायेगा।
      • किसान 13 अंको के पंजीकरण संख्या से ऑनलाईन आवेदन करेंगे।
      •  DBT पोर्टल पर आवेदन के लिए (गोदान निर्माण हेतु आवेदन 2021-22) लिंक को Click किया जायेगा।
      • आवेदन Submit के बाद स्वतः संबंधित कृषि समन्वयक को सत्यापन का 72 घंटे के बाद अग्रसारित किया जायेगा।
      • कृषि समन्वयक के सत्यापन के बाद आवेदन प्रखण्ड कृषि पदाधिकारी के माध्यम से जिला कृषि पदाधिकारी को अग्रसारित किया जायेगा। जिला कृषि पदाधिकारी के द्वारा नियमानुसार स्वीकृति पत्र एवं कार्यादेश निर्गत किया जायेगा।
      • स्वीकृति पत्र एवं कार्यादेश के साथ आवेदन संबंधित जिला के सहायक निर्देशक (कृषि अभियंत्रण) एवं कृषि समन्वयक को भेजा जायेगा। सहायक निदेशक (कृषि अभियंत्रण) संबंधित आवेदक के मापी पुस्तिका पर काम करेंगे एवं कृषि समन्वयक संबंधित आवेदक के द्वारा किये गये कार्य की समीक्षा करते हुए रिपोर्ट अपलोड करेंगे।
      • सहायक निदेशक (कृषि अभियंत्रण), कृषि समन्वयक की जांच रिपोर्ट एवं मापी पुस्तिका को नियमानुसार DBT Portal पर अपलोड करते हुए जिला कृषि पदाधिकारी को अनुदान भुगतान की अनुशंसा करेंगे।
      • जिला कृषि पदाधिकारी के द्वारा PFMS Portal द्वारा अनुदान राशि लाभार्थी के खाते में DBT के माध्यम से अंतरण किया जायेगा।
      • पंजीकरण से लेकर आवेदन सत्यापन एवं अनुदान स्वीकृति की प्रक्रिया SMS से जोड़ा गया है जिसकी मदद से अद्यतन स्थिति आवेदक को प्राप्त होगी।

अनुदान दर

      • सामान्य श्रेणीः रु० 5.00 लाख प्रति इकाई अथवा लागत का 50% जो भी कम हो।
      • अनु० जाति / अनु० जनजातिः रू० 6.00 लाख प्रति इकाई अथवा लागत का 75% जो भी कम हो
